For foreign nationals seeking U.S. permanent residence (a green card) based on employment, the first step, in most cases, is to obtain a job offer. The second step, however, usually involves sitting back and waiting while your intended employer advertises and recruits for the very same position, to determine whether any American workers are available to take the job in your place.
