In order to promote educational and cultural exchange between the United States and other countries, visas are made available to exchange visitors, in either categories J-1 or Q-1.
The participants are usually scholars who will be receiving training, teaching, or conducting research, or people participating in employee training or an internship. The law sets no limits on the number of people who can receive exchange visitor visas each year.
