If the immigration authorities have removed (deported) you from the United States, then you are expected to remain outside well into the future. But that doesn't necessarily mean forever. Depending on the basis for your removal, and whether you have grounds upon which to request a U.S. visa or green card, you may be allowed to return at some point. But this will require either obtaining special permission (a waiver) or waiting a certain number of years outside the United States before asking to return.
