Philadelphia is one of 33 districts operating nationally within U.S. Citizenship and Immigration Services. USCIS itself is a branch of the U.S. Department of Homeland Security. USCIS is charged with providing immigration benefits.
USCIS Philadelphia serves the States of Pennsylvania, Delaware and West Virginia—covering more than 71,000 square miles. The District Office is located at: 1600 Callowhill Street, Philadelphia, Pennsylvania. USCIS Philadelphia also has one sub-office in Pittsburgh, Pennsylvania, and two field offices—one in Dover, Delaware, and one in Charleston, West Virginia.
Our office locations and office hours—and much more information—are included in the "About Us" section. To help you understand USCIS organization, following are the District’s major offices and their functions from the Philadelphia office:
District Director. Overall coordinator of District policies and procedures according to immigration law, and USCIS general plans and methods; oversees all USCIS offices and personnel throughout the District.
Deputy District Director. Oversees the general administration of the District, under the direction of the district director; acts as district director in the DD’s absence.
Administration (Admin)—(215) 656-7173. Coordinates District personnel-related issues, including hiring.
Examinations. Provides immigration benefits, such as naturalization and permanent residency, to District residents. Examinations also oversees USCIS Philadelphia’s Information Counter. For general benefits information, please call 1 (800) 375-5283. To request USCIS forms be mailed to you, call: 1 (800) 870-3676 (you can also print or download forms directly from USCIS' home page). For information on specific immigration applications, call: (215) 656-7178 (this number is frequently busy, so please be patient).
Litigation—(215) 656-7146. Prepares court cases on aliens accused of violating immigration laws, and represents USCIS in immigration court.
Public Information Officer (PIO)—(215) 656-7171. Distributes information to news media on USCIS and District policy and procedure changes; responds to questions from the news media. (All media inquiries should be directed here.)
