22,000 Illegal Aliens Resided In Missouri As Of 2000, According To INS Figures
Between 1990 and 2000, Missouri’s elementary and high school enrollment increased 14 percent. Across the state, communities are struggling with overcrowded classrooms and are holding classes in temporary trailers. In some areas, the problem is particularly pronounced; for instance, in north St. Louis County, the Riverview Gardens School District enrollment has jumped by 46 percent in ten years, with an additional eight percent increase expected by 2005.18 22,000 illegal aliens resided in Missouri as of 2000, according to INS figures. This is 38 percent higher than the previous INS estimate in 1996 and 175 percent higher than the estimate for 1990.19
While the INS does not keep state-by-state figures for removals of illegal aliens, its tally for Missouri and Kansas combined shows that the number of illegal aliens removed from the country from those two states more than quadrupled (to 2,156 from 462) from 1994 to 2000.20
Missouri authorities requested compensation of $2.3 million from the federal government in FY’99 for the incarceration of illegal aliens in state and local jails and prisons (under the federal State Criminal Alien Assistance Program, or SCAAP), but it received only $877,000 in compensation, leaving $1.4 million in uncompensated costs to be borne by Missouri taxpayers.
