What are the forms required to adopt a foreign child?

We are US citizens, but are currently residing in Iceland. We would like to adopt a child who is a citizen of Russia. What immigration forms will we have to file?

There are two I-600 forms or orphan petitions- Form I-600 and Form I-600A.  The I-600 form is the Petition to Classify Orphan as an Immediate Relative and is filed by the U.S. citizen who seeks to adopt the child.  Form I-600A is the Application for Advance Processing of Orphan Petition and is usually filed by the U.S. citizen parent prior to identifying the child he or she wishes to adopt. 

To adopt a foreign-born child, the prospective adoptive parents must first be deemed eligible financially, psychologically, emotionally, and physically.  Also, the orphan must be eligible for adoption, a determination that is made via Form I-600.  It is required that the prospective adoptive parent be an American citizen; he or she may be single or married. 

A prospective adoptive parent may request advance processing where he or she has already identified the child to be adopted.  Parents who live outside the U.S. may file the I-600A form at the USCIS office or U.S. embassy or consulate overseas that has jurisdiction over their domicile abroad or at the local USCIS office that has jurisdiction over their proposed domicile in the United States.
