A VISA allows a person to travel to the United States as far as the port of entry (airport, seaport, or land border crossing) and lets the immigration officer know that the person has been granted entry permission into the United States and to allow them to enter the country.  Only the immigration officer has the authority to permit a person to enter the United States.  The US Department of Homeland Security has already authorized the length of the stay by the time the person has reached the point of entry.  Immigration matters are the responsibility of the US Department of Homeland Security through the US Citizenship and Immigration Services (USCIS).
