Immigration: Where Do We Draw the Line Inglis Immigration letter After completing a tour of the Fourth District, I believe that immigration laws are complex, and sometimes unenforceable. The current policies are not working, and the impact of illegal immigration on our community has many implications. If America is to be a place of opportunity, we have to strike a balance. We must control our borders and enforce an orderly immigration process. We also must realize that legal immigration has been a major strength of America for more than 200 years.
On Dec. 16, 2005, the House passed The Border Protection, Antiterrorism and Illegal Immigration Control Act (HR 4437) by a vote of 239-182 with 203 Republicans and 36 Democrats voting in favor. The bill takes steps to tighten border control with more officers, technology and enforcement tools. It also bolsters workplace enforcement.
The bill would provide for the following:
Authorize the construction of a security fence along portions of the U.S.-Mexican border, including lights and cameras to help gain control of problematic areas, while also requiring the Department of Homeland Security (DHS) to conduct a study on using barriers along the Northern border
Require the DHS and the Department of Defense (DOD) to develop a joint strategic plan that will provide the Border Patrol with military support and increased use of DOD surveillance
Require employers to check the validity of Social Security numbers (with stronger penalties for employers who fail to comply) and give them the necessary tools to do so
End the Diversity Immigrant Visa Program, which suffered from the rampant use of fraudulent documents and created a national security risk. The program made 50,000 permanent resident visas available annually to people who met certain eligibility requirements from countries with low immigration rates to the U.S.
Prohibit the DHS, Attorney General and courts from granting legal immigrant status to anyone until databases, criminal records and terrorist watch-lists are checked
End “catch and release” by mandating detention for all illegal immigrants who are apprehended after Oct. 1, 2006, at U.S. land borders attempting to cross illegally
Crack down on alien gang members and increase the penalties for aliens re-entering illegally. On the road to comprehensive immigration reform though, we are closer to the start than the finish. The Senate will have to pass its bill, and it will contain differences that will need to be resolved in conference. That process will involve a significant national discussion over the next six months and will include a debate about a guest worker program.
